13 vs 14.3 vs 16 SEER2 for Florida

SEER2 replaced the old SEER rating in January 2023, and it changed the math more than most homeowners realize. The new test method (M1) raises the external static pressure used during testing from 0.1 to 0.5 inches of water column, which mimics the real ductwork resistance a Tampa home actually has. The result is that a unit that used to be rated 14 SEER under the old method now tests around 13.4 SEER2. Same equipment, more honest number.

For Florida (the southern region), the federal minimum for new cooling-only systems sits at 14.3 SEER2, and 14.3 SEER2 for heat pumps (plus 7.5 HSPF2 for heating). Anything below that cannot be installed new in our zone. So when you see a 13 SEER2 unit listed online, it is either pre-2023 stock, scrapyard or used equipment, or a unit destined for a colder climate zone. We do not install 13 SEER2 in Tampa Bay because it is not legal here.

Here is how the tiers stack up for the systems we actually install:

• 14.3 SEER2: single-stage condenser, fixed-speed blower. Goodman GLXS4B single-stage. The legal floor.
• 16 SEER2: two-stage compressor, ECM blower. Goodman GLXS5B, Daikin DX5SE single-stage. The mid-tier sweet spot.
• 17 to 19 SEER2: variable-speed inverter compressor. Goodman GZV6S, Daikin Fit DH6VS variable-speed. Best dehumidification class.
• 19+ SEER2: premium inverter platforms. Goodman GZV7S and Daikin DH7VS Elite Max, top-of-line inverter tonnage matches.

Past 19 SEER2 you start hitting diminishing returns for a typical Tampa home. The compressor and coil technology gets exotic, the price climbs steeply, and the Florida cooling load is steady enough that you rarely capture the last few efficiency points back in your power bill. The real performance jump is from single-stage to two-stage, and again from two-stage to variable-speed.

This is where Tampa changes the conversation. The national efficiency assumptions baked into SEER2 ratings use about 1,400 cooling hours per year. Tampa Bay runs roughly 2,800 cooling hours annually, sometimes more on a hot year. We literally double the runtime, which doubles the dollar value of every efficiency point.

Real numbers on a 3-ton system at $0.16 per kWh (current TECO residential rate band):

• 14.3 vs 16 SEER2: roughly $180 to $280 per year saved on cooling.
• 14.3 vs 18 SEER2: roughly $400 to $520 per year saved.
• 14.3 vs 19+ SEER2: roughly $480 to $640 per year saved.

The upgrade cost between tiers averages $1,500 to $5,000 depending on which jump you make. Subtract any utility rebate and the efficiency savings pay that back over time. Those payback ranges (7 to 10 years on the 14.3 to 16 jump, 8 to 11 years on the 14.3 to 18 jump) were figured with the federal 25C credit, which ended for systems installed after December 31, 2025, so expect them to run somewhat longer now. Past that, the system is still running and the savings keep stacking. Modern Goodman and Daikin condensers are warrantied 10 years on parts, and annual maintenance helps them last longer in Tampa.

One often missed benefit: variable-speed (17 SEER2 and up) runs longer at lower speeds, which pulls more humidity out of the air. In Tampa that means lower indoor RH, less mold pressure, and a thermostat setpoint you can comfortably hold at 76 instead of 72. That alone shaves another 8 to 12 percent off the bill.

The A2L refrigerant transition coming for new systems built after January 2026 is also nudging manufacturers to push efficiency higher across the board. Equipment built around the new refrigerant tends to land around 15 SEER2 and climbs from there.
