Do I need both whole-home filter AND softener?

Salt-free softener, enough?
Salt-free REDUCES scale but doesn’t technically soften. For Tampa hard water, salt-based is more effective. Halo-5 salt-free is exception (uses different tech).

Three to six hours for most setups. A standalone carbon tank or softener runs about three hours. A combined carbon plus softener install typically takes four to five. Adding under-sink RO adds another hour. We can usually do same-day installs on stocked Halo and Rheem units when the call comes in early enough, and we leave the mechanical room cleaner than we found it.
