The Tampa Refrigerant Rule: Never Recharge Without Finding the Leak

Refrigerant does not get consumed. If a system needs a recharge, there is a leak somewhere in the sealed circuit. Recharging without finding and fixing the leak is exactly like adding oil to an engine with a known oil leak — it delays the problem while the remaining refrigerant continues escaping and the compressor continues running with a degraded charge. We use an electronic leak detector calibrated for both R-410A and R-454B on every refrigerant call. If the leak is small enough that it cannot be confirmed during the visit with electronic detection, we perform a nitrogen pressure test to locate it definitively. We do not add refrigerant to a leaking system without repairing the source first.

Florida Code Corner: Refrigerant Regulations and Permits

Refrigerant handling in Florida is governed at two levels. Federally, the EPA Clean Air Act Section 608 requires that anyone purchasing or handling refrigerant hold an EPA 608 certification. Refrigerant cannot be vented to atmosphere; it must be recovered by certified equipment. At the state level, Florida Statute 489.105 requires that all HVAC work, including refrigerant work, be performed by or under the direct supervision of a CAC-licensed contractor. A refrigerant recharge alone does not require a Hillsborough County building permit. Evaporator coil replacement does not require a permit either, as it is a component repair within the existing refrigerant circuit. A full system replacement does require a permit and an inspection at the Hillsborough County Land Use Hub on Falkenburg Road. If a technician offers to recharge your system without EPA 608 certification or a Florida CAC license, that is a legal and quality red flag.

Tampa Seasonal Timing: When Refrigerant Leaks Get Worse

Refrigerant leaks worsen in Tampa during the peak cooling months of June through August for a mechanical reason: higher indoor and outdoor heat loads drive refrigerant pressures higher, which forces more refrigerant through any existing leak faster. A Schrader valve core with a hairline crack that loses almost nothing in October may lose its entire charge in three weeks during July. Formicary corrosion in evaporator coils — the pinhole-leak mechanism caused by formic acid and copper — also progresses faster in humid, warm conditions. Any hissing noise that appears or worsens during the first month of peak cooling season should be evaluated before the weekend, not after.

  • March or April (pre-season): Have refrigerant pressures checked and documented with gauges at a known outdoor temperature. A baseline record lets future checks detect a slow leak by comparing pressures under similar conditions.
  • May: Inspect the line set insulation on the suction line where it enters the house. Cracked or missing insulation causes condensation that accelerates corrosion at the line set connections — a common secondary leak point.
  • Annually: Request an electronic leak check at the Schrader valve service ports and the evaporator coil connections. These are the two highest-frequency leak points on Tampa Bay systems and take five minutes to check with a calibrated detector.
  • If the system is over 8 years old: Consider a full coil inspection for early formicary corrosion, particularly if the home has hardwood floors, laminate flooring, or foam-core furniture that off-gasses volatile organic compounds — the chemical precursors to formicary corrosion in copper coils.

Can I just add refrigerant?

Refrigerant recharges and component repairs like evaporator coil replacement do not require a Hillsborough County permit — they are repairs within the existing refrigerant circuit. Full system replacement does require a permit and inspection. All refrigerant work must be performed by an EPA 608-certified technician and a CAC-licensed contractor under Florida Statute 489.105. Is the R-410A in my system being phased out? Does that affect my repair options?

R-410A production for new equipment ended January 1, 2025 under EPA regulations, but existing R-410A supplies can still be used for service and repair. If your system uses R-410A and needs a recharge, we can still service it with recovered or reclaimed refrigerant. R-410A costs more than it did two years ago because new production is restricted. How can I tell if the hissing is coming from ductwork rather than refrigerant?

Location and behavior are the key distinctions. Refrigerant leaks hiss near refrigerant components: the service ports on the outdoor unit, the line set, or the indoor coil area. The sound may vary with system load and may be accompanied by ice on the suction line or reduced cooling. Air duct leaks hiss wherever the duct is breached — near a register boot, an air handler seam, or a flex duct joint — and the sound is steady whenever the fan runs regardless of whether the compressor is on. Does Tampa’s salt air cause more refrigerant leaks than inland areas?
