Why Tampa Toilets Run, Rock and Leak
Most of the toilet calls we get trace back to the water, the floor or the age of the house.
Very hard water
City of Tampa water averaged 10.8 grains per gallon in 2024. Scale wears fill valves and flappers and clogs the rim holes, which weakens the flush.
Older cast iron flanges
Many older Tampa homes, from Seminole Heights to Hyde Park, still have cast iron drains. Their flanges can rust and break, so the toilet rocks.
Wax seals
A toilet that rocks even a little breaks its wax seal. Water and sewer gas then escape at the base.

Most toilets only need a part. A few are better replaced, and a new WaterSense toilet can earn a rebate.
- Repair a running, rocking or slow-filling toilet. A flapper, fill valve or flush valve is $299, and a reset with a new wax seal is $309.
- Replace a toilet with a cracked bowl or tank, one that keeps clogging, or an old model that uses 3.5 gallons or more per flush. A new toilet is $539 to $839 for most homes.
- Flush size: the Florida plumbing code allows up to 1.6 gallons per flush. WaterSense toilets use 1.28 gallons or less.
- Rebate: Tampa Bay Water Wise pays up to $100 per WaterSense toilet, or up to $200 when the old toilet was made in 1993 or earlier, for up to 2 toilets per home. It covers City of Tampa, St. Petersburg, New Port Richey, Hillsborough, Pasco and Pinellas County water customers. You apply yourself with proof of installation: see the program.

Can you install a toilet I already bought?
Yes. We install toilets our customers buy, from any store and any brand. The price is quoted in writing after we see the bathroom and the flange, because a broken flange or a bad shutoff changes the job.

Why does my toilet keep running?
Usually the flapper or the fill valve. Put a few drops of food coloring in the tank and wait 15 minutes without flushing. If color shows up in the bowl, the flapper is leaking. If not, the fill valve is likely overfilling into the overflow tube.
Why does my toilet rock or leak at the base?
The wax seal has failed or the flange is loose or broken. A reset with a new wax seal is $309. A flange extender is $192, and a corroded cast iron flange is priced in writing once the toilet is off.
Should I repair or replace my toilet?
Repair it when it only needs a part. Replace it when the bowl or tank is cracked, it clogs over and over, or it is an old model using 3.5 gallons or more per flush. We price both options in writing.
Is there a toilet rebate in Tampa?
