why would someone's AC be running but not cooling an AC unit that's running and not cooling would most likely be because it's low on gas or the gas licked out completely so you might hear everything you know both units inside and out running and there's no cooling at all most likely a lack of gas could be other issues like electrical components going bad but at that point you're going to see at least one of the units stopping especially the outside unit that doesn't do anything at all half the components are working so at that point you're not going to go either but it's something that you can see right away because you just stand right by the unit and you're going to hear it out like it's not running but if you have both units running and not cool most likely it's empty on gas or has little gas
